In a custom scenario, my Russian air units are not resupplying when adjacent to a Russian held airbase. My previous custom scenario on the same map had no such issues with American air units. What do I need to adjust? TIA.

EDIT: Figured it out. For some reason I had to enable USA as a nation in the Scenario Parameters, even though there aren't any USA units on the map. All Russians plus default Axis units on the Operation Husky map/scenario.

EDIT Part II: Nope, previous step was not the fix actually.

EDIT Part III: Okay, evidently your side must own at least one airbase/carrier at the beginning of the turn otherwise friendly air units cannot resupply (even after airbases are obtained in later turns). Now I know why some scenarios have aircraft carriers when historically they were not.
