Status: offline 		In the editor, it's impossible to add capital when the country is not at start of the scenario.

Status: offline 		You do that with one of the Scripts, I think it is Territory. The first entry will be the Capital. I think I've done it but I can't remember how it goes. Something like 'if France is Surrendered, and the Allies occupy Algiers, then Algeria becomes Free France, with Algiers as its Capital'.
