Having an issue with Sub AI as shown below.

Sub does not react to Destroyer closing in on it radar and sonar blaring

Switch to playing the Soviet side in the editor and the sub immediately dives to avoid the threat

Also looking in the DB is ship "fuel quantity" not capacity? I see ships of similar classes have vastly different "quantities" like 24 tones for one destroyer and 504 tones for another.
