With the incoming Map Editor combined with the Scenario Editor, will it be possible to create custom campaigns for this game? Where it will actually flow together and play like the default campaigns?

A content creation update is planned and will likely include details on creating custom campaigns.

I hope it will be possible to ensure that engagements of the smallest possible size can be created. (For example, one unit against one unit.) This would be very helpful for creating tutorial scenarios

The existing tutorial in TBF is done via scenario data files and scripting, so something similar can be done.

The ability to write arbitrary scripts for the setup and flow of missions is something we hope will let people create some very cool battles.

Yes I would like to have the situation where if you destroyed a certain unit this would trigger a victory.
If you escorted a number of supply trucks to a certain destination this would trigger a victory.
Endless possibilities.
Would like to see more flavour objects too!
Railroads. Maybe a small runway, warehouse's small industrial complex.
If the map editor is not too cumbersome to use I think the User created content would really explode making the game much more popular.

Documentation and full scripting support would be part of a future 'content creation' update.

The scripting capabilities are somewhat limited at the moment but if you want to see what is exposed now you can look at the existing script files (.bsf file extension) and read about Archon (the game engine) scripting support: http://archonwiki.slitherine.com/index.php/Scripting

I doubt this is possible, but could someone create an entirely new unit? Say, a Panzer II or are the modding capabilities limited to map making and campaign editing only?

There is a Panzer IIF in the game already. If you want to see all the vehicles in the game you can view them in the Scenario Editor.

Creating new units will be possible. The tools and documentation for all this will (again) have to wait for the content creation update however.

Just so I understand...with the modding tools that are upcoming, someone could create a brand new armored vehicle that is currently NOT in the game? For instance, a T-34?

Yes. You will be able to build custom vehicles and set up their data. I am not sure whether that level of information will be in the first modding pack, but we can definitely make it available.
