Summary
I do not know if this is intentional or not, however the J31 appears to be nearly impossible to track / target via radar.

Description
In the attached scenario, F35C (DB #3495, Flight 9672) is 16nm away from a J31 (DB #4454, track #1990 @ N 8 deg 41' 49" E 116 deg 35' 43"). The APG81 has been on for some time (at least since the F35 was 30nm away, possibly longer), however the APG81 (nor any other radar) can see the J31 (several ELINT and IRST sensors are tracking it) to get a weapons lock. The F35 needs to close to within about 10nm before a lock can be obtained.
For reference, the J31 (when I click on it) says it has a RCS of approx. -5dBm (for comparison, the tomahawk has a RCS of about -10dBm).
This may be an intentional... from my experience, in CMANO my F35s could be hit from beyond this range, and tomahawks fell like flys to radar guided missiles. If the increased difficulty of targeting low observable A/C is intentional, please ignore.

One other note about the attached file. The list of sensors that have observed the J31 in question (track #1990) includes:
"Detected by: [None] on [None] 3 sec ago - Range 97.5nm"

I tried clicking on the "[None]" and nothing happens. there are 2 friendly units approx. 97nm away - a flight of Rhinos at 090 and a flight of F35s at 164.

The F-35Cs are being jammed, get rid of the jammer and the radar performs as you recall from C:MANO.

I've raised a separate ticket on the Detected by: [None] on [None] 3 sec ago - Range 97.5nm part, that shouldn't happen
