Better game is pretty subjective, there both good games, which i realizes doesn't help you, your probably better off watching some youtube videos of both games and deciding from there. The games are similar with some big differences, navel/air, production considerations, decisions/political. There's more to consider in Warplan but the SC games have more flavor so to speak.

The new SC WW1 is pretty damn fantastic, probably the best WW1 game out there.

The scale is different.

WarPlan is ETO/MTO and World at War includes the PTO - it is global.
If you like the PTO or a global game your choice is easy as only WaW can scratch that itch.

The actual title to compare with would be War in Europe - scale and theatre.
However I can’t recommend one over the other. They are all good games in their own right.

The SC3 bundle is a steal.

The pace in WarPlan is different.
SC3 is basically limited to single attacks per unit per turn, either before or after moving (tanks have 2 attack points).
WP works with action points, making a more fluid game.

Move, attack, attack, move...until you run out of AP.

This makes WP different.
