so for fun my Germans stiffed Stalin and kept Poland to see what happened.
Russian mobilization increased to 53% in September 29, 1939 turn.
Per graph charts their MPPS jumped about 90 per turn so figuring a standard July 1940 German attack, 8 turns x 90 mpps = 720 extra Russian mpps plus the "echo" effect of the first jump being subject to further multiplication from later mobiliation increases.

Germans lose the 25 mpps from Russia, but appear to receive about 32 mpps from eastern Poland (subject to their modifier of what, 80%? so it comes about about the same).

Russians still get all the formations described on the border when Germans attack, except the border is pushed back to Poland's eastern border. If the Germans decide to occupy Lithuania it gets them even further east for jump off.

Of course now the jump off will probably have to be in April 1940 which may have serious movement problems.

Has anybody pursued the war room strategy? If so, what results & recommendations.

With the increased mobization penalty for taking Lithuania, one might consider simply taking all of Poland.

That being said, I think the mobilization penality bow is too high to bother with either. At most you save one turn worth of traveling, but the soviets are much better prepared

I have not tried a 1940 invasion of Russia while not declaring war on the Low Countries. Germany would need to hold the Allies off while taking on Russia. The question is, will Bulgaria, Rumania, and Hungary stay neutral? Will Yugoslavia not coup? Will Italy stay neutral?
