You don't have to completely wipe out the bunker in order to neutralize it - damaging it beyond a certain point cuts the communications and serves the same goal in this case.
Can be done with various of weapons. Pair of F-35s delivering 4x GBU-31s (the penetrating BLU-109 warheads and not the normal Mk84s) can absolutely get the job done. If you suppress the local air defense sector enough to safely allow F-16s in, then GBU-27s are very good choice.

The Rampage ALBMs are the most serious argument, so I would keep them exclusively for the S-300 batteries - makes destroying them a lot easier in comparison with the other possible tactic involving saturating them with SDBs that is more dangerous even with all the jamming.

Thanks Sharana for this interesting scenario. Maybe a little too big for me, but I loved it

I used F15I with Spice 2000, 4 of them, but it' probably better a penetrating warhead.
I kept the amazing Rampage for the S300. In my experience with 8 of them you can wipe out or severely damage a battery.
