Why does it work solely against direct fire when it's easier to armour infantry against shell fragments than against bullets?

People shouldn't ask themselves why schools get shoot up.
They should ask themselves why people who finish schools burned out due to mobbing aren't receiving high enough compensations to not seek vengeance.

The shell indirect damage needs to be adjusted separately in my opinion, and as you know it's not possible to mod these values yet.
