Germ Div in Minor Corps/Armies

Other than inferior leaders and lack of SUs is there anything really bad about attaching German divisions to minor ally Corps?

No - and I would encourage it. A minor leader is better than an overloaded German HQ. And the Finnish leaders are as good as Germans. Bottom line the Germans do not have enough HQs to give all of their units a full chain of command. So either you have to have some independent commands or use allied HQs.

If you are going to mix German units in with allied units geographically (senseible) it makes sense to have units close together in the same command to avoid the cross-command penalty. So this means it would be best to put units in the HQs of other nationaliities.

Finally it can be useful to train up a few allied commanders with wins so that they can get better stats and do become better commanders. It is also useful to use up the coopiuos numbers of SUs in the Italian armies for isntance that otherwise might go unused before they leave the Eastern front.

Units from different Corps/different Armies/different Army Groups suffer a CV penalty if they are in battle together to simulate the difficulty of coordinating between the different commands.

In the battle screen this is shown as a -% right to the Corps name. See section 15.6.3.4 Command HQ and Command Battle CV Modifier in the new manual.

I knew of the modifier applied to different corps/armies etc attacking together but I had no idea that's what the -% meant. Good to know
