Some out of lack of understanding, some out of need to make a living, some just because they're brazen and unconcerned that their actions would affect others. In cities of course these problems magnify due to the close quarters of transport, general crush of people in confined spaces and more large scale events continuing to bring those people together. Is there a lot of information of how to get tested or seek help if you have symptoms? Is it translated into the appropriate languages? Is testing available to those without medical insurance in NYC?
