Help us understand this situation.
A German unit in Kerch is shown as out of supply when there is a Romanian convoy in the Black Sea. How come?
(the 6-3 SS Inf is also out of supply for reference)

Looks like they are in rain. They have a supply range of 2. One to go overseas. Must be to a port. One more to get to a secondary supply source (cooperating HQ or aligned country capital). If an HQ on a coastal hex, that won't do the trick unless it is within one of a port. (HQs on a coastal hex can trace outbound directly, but need a port to be traced to inbound.)

So most likely you have no supply source in range.

We alway play that Kerch is not adjacent to the Black Sea, but rather the Sea of Azov. And, there is a straight between the Black Sea and the Sea of Azov. For supply to pass through a straight both sides of the straight must be friendly controlled. This may also be your problem (in addition to potentially other problems) with supply.

Paul's answer is correct. In clear weather Bucharest is in range. In rain it isn't.

It doesn't matter where Kerch is; its hex is a coastal hex that borders on the Black Sea, so supply can be traced directly to a unit on the hex.

If one of those units were an HQ, it would be in supply, because then it could use rail lines back to a primary source after the supply crosses the Black Sea. These are ordinary units, not HQs, and ordinary units can't use rail lines for supply.
