Moving support units upchannel in 2020

What is the current (year 2020, 1.12.04) rule/method to automatically move support units from lower HQs to higher HQs? (From Soviet point of view)

I've had one army with 22 support units, including 7 of one type, with support level 0 for a few turns now and no movement to the front HQ which has support level 5 and 0 support units. Neither HQ is locked.

Could do it manually, but prefer to not have to pay admin points for each unit.

Btw, I've made several posts lately and appreciate all the help

Put all HQs on zero. I would then put STAVKA on 9 (but this might not be strictly necessary) - and all SUs should drift upwards.

Assuming this is our game, alternatively you can send that army HQ into the Pripyat for me and I'll take care of the problem

Love it. Thats the spirit.

And some support unit types, sapper and construction, ignore the float up order. Is this still the case?

I'm not so sure they ignore the float UP order. But they definitely will still go down unless lower HQs are locked (even at 0 SU level), as before. How the preference arises when there is not enough SU per lower HQ is an open question.

Yes there are hard coded support levels that they use instead of the ones you set. For example for Axis it is 2 engineers per corps and 3 engineers per army. See manual for details. The AI will use these to move pioneers and construction unless you lock them.

Thanks again Telemecus...STAVKA was locked. Unlocked it and next turn, 17 of 22 were gone, now I just have to find them, they didn't seem to go where I thought they would, or haven't arrived yet.
