As I get deeper into the game I asked myself when it is advising bombing russian cities. I am on turn 5 now and I have not done any bombing yet? When is it gonna be effective? Is there a rule or strategy how and when bombing cities?

The only time I've ever tried this is bombing Sviritsa to try to put Leningrad out of supply. But you're better off taking it if you can. This is possible but difficult against the AI, may not be against a human.
Otherwise, I have observed that it isn't terribly effective, and you're better off using the Luftwaffe for what it was designed for, tactical air support, and of course the airfield attacks on Turn 1.

Others may well have other opinions. But by and large, I don't think Germany has enough bombers to make much of dent, and not enough escort fighters of sufficient range to make it cost-effective even if so.

It was used a lot in the 8MOP game and was terribly effective there https://www.matrixgames.com/forums/tm.asp?m=4250683
For example about 2000 Soviet fighter were never produced as a result leading to the grounding of the entire Soviet air force.

Flak has been buffed in versions since that game and I think a good Soviet player would think about some fighter defence of their rear industry now - so the real effect should be to make a Soviet player move back some of their fighters from the front.

I think bombing selected priority aircraft and afv factories could still be effective.

The village bombing technique described there could also still be effective in spite of the nerfs to it in v1.12
