According to the strategy guide:

"When any of the following locations are involved in the war and are in Allied hands, German
National Morale will suffer the following penalties:
 Dnepropetrovsk � Ukrainian Grain supplies: 150 points per turn*
 Copenhagen � Danish Bacon and Butter: 30 points
 Belgrade � Yugoslav Grain supplies: 30 points per turn
 Budapest � Hungarian Grain supplies: 30 points per turn
 Bucharest � Romanian Grain supplies: 30 points per turn
 Paris � French Grain supplies: 30 points per turn
*Failure to honor the Molotov-Ribbentrop Pact will also halt grain supplies from the Ukraine. This
is the only location whose food supplies can fail to reach Germany while its owning country is neutral."

Does this actually happen in the game, especially the Ukrainian Grain supplies? I tested with hot seat, and let Russia not honoring the Molotov-Ribbentrop Pact. With nothing else happening, German National Morale stayed exactly the same every turn. I know 150 per turn is very minor, but still want to know if it is actually happening in the game.

I've never noticed any difference. By the time the allies retake the locations listed Germany generally has far greater things to worry about than things like 30 NM from Budapest's grain supplies.

Just found out that Russia not marching into Poland is not treated as not Honoring the Pact in the game, Germany is still receiving the 25 mpp per turn, and no 150 per turn NM reduction. So there is actually no way for Russia to not give the 25 mpp to Germany? Only Germany can decide not honoring the pact, it seems. I was hoping that Russia not marching into Poland to be an valid option, if it can cause some mpp and NM penalty to Germany.

Though this explains you not seeing any change in your test, it does not directly answer whether the morale shift for food is actually happening. Unlike many other such changes to NM, there is no accompanying news item for food shortages. It is hard to be sure whether they are happening.

They are happening, but there are no messages every turn as it would get tedious, and you should be able to tell from looking at the list and comparing it with the map as to what bonuses/penalties, if any, you should be getting.
