Status: offline 		For ages that I wanted to play a World War 3 game, I mean a strategy game, with hexes and turns. And I think that Strategic Command: World at War is the perfect tool for that.

I am a newbie with the Editor (and in the forum) but I will give it a shot. And I will hope that someone can join this idea, at least giving some friendly advices.

Why 1985?

The scenario will have some influences:

Mainly an old computer game that I played ages ago (for the oldie ZX Spectrum) called “Theatre Europe” (see: https://en.wikipedia.org/wiki/Theatre_Europe and/or https://spectrumcomputing.co.uk/index.php?cat=96&id=5224 ). The game came out in 1985 and has the name indicates it was only in Europe. It had the funny thing that when someone generalized the war to a nuclear conflic the game ended immediately in a tie.

Besides, I consider that it was in that period 1985 to 88 that the Soviet power was at its peak and that will produce a more balanced scenario and I am more familiar with the OOBs and have a bit more data and knowledge.

The map will be heavily based on the original one (1939 campaign) and I already begun to make some necessary changes (borders, creating the new countries, removing fortress). Most of the heavy changes will be in Africa and Asia. Specially in Africa where many new countries and resources must be created.

Here is the first pic, just some changes in central Europe, and the Fulda Gap, between Leipzig and Frankfurt.

Status: offline 		So first of all I need a Country list and decide what will be the Major powers. The game allows 120 countries (and “organizations”, I will add). I would need a bit more, but I can manage if I skip some and join others in the Organizations.

Existing countries out of this list (they may enter by removing an existing one or become part of other country/organization: Lebanon (Civil War)…

States that will not appear directly or represented: Andorra, Liechtenstein, Monaco, San Marino, Vatican…

Some countries/territories that I am not sure about their status in the 1980’s but that are relatively small and will not appear as “independent”, eventually they will go to the Non-Allied “country” (see below): Grenada, Marshall Islands, Mauritius, Palau, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Seychelles, Tonga, Tuvalu and Vanuatu.

“Countries” that will certainly begin belonging to others: Luxembourg, Iceland and Greenland (to NATO, see below), Belize (UK forces will begin there), Brunei (UK forces will begin there), Cyprus (Turkish and UK forces there), Hong Kong (UK forces will begin there), Djibouti (French forces will begin there – need to check the year they leaved: 1979?), Namibia (South African forces there), Western Sahara (Moroccan forces there), Micronesia (to the USA)…

International Organizations, some initial concepts:

NATO: Major “country”. Belonging to the “NATO and Allies” faction. Includes territories of Greenland, Iceland and Luxembourg (countries/territories belonging to NATO but with no armies or small armies). Capital is off-map. Begins with at 99% Mobilization with a couple of small units (mostly HQ). Cannot build new own armies but can reconstitute and has a production schedule. All NATO countries except USA, UK, France, Spain and Turkey are their minors, meaning: West Germany, Denmark, Norway, Netherlands, Belgium, Portugal, Italy, and Greece.

Non-Aligned Movement: Minor “country”. Neutral. Begins at 0% Mobilization. Cannot build units. Includes: Antigua and Barbuda, Bahamas, Bangladesh, Bhutan, Burundi, Cape Verde, Comoros, Fiji, Gambia, Guyana, Jamaica, Lesotho, Malawi, Maldives, Nauru, Nepal, Rwanda, Samoa, São Tomé and Príncipe, Singapore, Sri Lanka, Solomon Islands, Swaziland, Togo, Trinidad and Tobago. Capital is off-map. Cannot put diplomatic chits on this organization (or be limited as is to Spain in the 1939 campaign). Almost null military value. Attacking them will cause severe diplomatic consequences (via events). Frequent appeals to peace (event that leads them to neutrality).

Gulf Cooperation Council: Minor. It includes Kuwait, UAE, Qatar, Bahrein, but not Oman and Saudi Arabia. Capital: Dubai. Alternate: Kuwait City, Bahrein, Qatar. Pro-USA/UK, anti-Iran, anti-Israel.

Communist Movements: Represents communist guerrilla movements worldwide. USSR proxy and tool. Doesn’t have territories (capital off-map). Begins at 100% Mobilization. Can only build partisans. Begins with partisans all around the world.

For now the majors are:

USA, USSR, UK, France, NATO, Israel, South Africa, Communist Movements*.

Plus, India and China that begin as neutrals. Since a country can change faction (We see that in the 1939 scenario with Italy) they can go for either side. But if one goes for one the other goes for the other.

* Because I need a major on the Soviet side to help with diplomacy and reasearch.

Status: offline 		Thanks! This is a project that will take some time. I will probably need to ask for help in some details. It is difficult to cover all.

Anyone already worked or is willing to work in the file resource flag sprites? I need flags for the time period.

Meanwhile Africa is done. All the countries and capitals. The roads, rails and smaller cities I will be adding them later during the first stage of playtest.

Meanwhile in the Indian Ocean lies the biggest US base in the area: Diego Garcia.

Status: offline 		Preliminary unit list, so I can begin to elaborate the OOBs, suggestions are welcome:

Armies will not be used in the game, apart from Central Europe and maybe some parts of Asia, they would be too heavy for the campaign. We will not see the millions of soldiers that we saw in WWII. The AP will not be much changed, but possibly the turns will have one week (?).

1985

The World is again on flames, a quick overview:


The Israeli-Syrian tension in the Golan Heights border and the support of antagonist factions in the Lebanese Civil was escalade into an open conflict. The Israeli Air Force attacked Syrian air bases at the dawn of the 1st of August destroying several MIG-21, and after two hours the Syrians retaliated with Soviet made Scud-B missiles strikes against Haifa, while at sea an Israeli naval attack against the port of Latakia made by Sa'ar 2 missile boats was pre-empted by the Soviet Navy and the three Israeli boats were sunk. On the same day, in Lebanon, the South Lebanese Army backed by Israel attacked several positions held by the Amal Militias supported by the Syrians. The first reports indicate high casualties on both sides. In Beirut the terrorist bomb attacks continue.

As expected the Arab League protested against the Israeli attacks and sent medical support to the Syrians, while the United Nations Secretary General appealed to an immediate ceasefire and to peace talks but the USA blocked all resolutions proposed by Soviet Union in the Security Council to condemn the Israeli attacks.


The South African Defence Force proceeded with strong military operations in South Angola against the Namibian SWAPO and the armed wing of the ANC, stationed near Lubango, while more to the East, in Jamba, the South Africans supported UNITA, that was facing a strong pressure from governmental forces that with Soviet advisors reinforced by Cuban tanks and aircrafts had begun Operation Congresso II, attacking UNITA in Cazombo in the east and Mavinga, at the gates of Jamba. The South Africans begun Operation Magneto and airlifted quickly UNITAS reinforcements from one front to another. Meanwhile, clashes proceed in the borders with Botswana, Zimbabwe and Mozambique, and new raids were made by the South African Defence Force against ANC targets inside Lesotho.


In Afghanistan the Soviets launched another Marmoul operation in support of their puppet regime in Cabul. Soviet Red Army, Afghan governmental forces, and KGB Border Guards seized fortified areas and logistical bases of the Mujahedeen in the north of the country.


The Ethiopian-Somali border tension was also rising, as both were offering safe havens of operation for resistance groups against each other. Ethiopian forces backed by Cubans conducted attacks across the border, particularly in the Ogaden area, and overrun several Somali militia battalions, increasing the instability in Somalia. But inside Ethiopia the Eritreans still fight for their independence. In the north border the situation is volatile, on the previous April 6th there was a coup d'état in Sudan and the civil war continues. And while Ethiopia didn’t directly border Uganda, the situation the was also unstable, with the continuing Bush War, with the rebels of the NRA supported by Libya.


West of Sudan, in Chad, a silent conflict persists. The French evacuated after their Operation Manta in 1983-4, executed to counter the invasion of the country by Libya and their allies of the GUNT. A stalemate was found and a Red Line established.


In the Western Sahara, Morocco build a sand wall protected by the army to contain the independentist POLISARIO threat supported by Libya and Algeria, but the resources needed are staining the Moroccans.


In Indochina the war was also ongoing. In the sequence of the 1979 invasion of Cambodia, now renamed Kampuchea, Vietnam backed by the Soviets, was facing an insurgency war against the KPNLF. Without Vietnamese military assistance Kampuchea’s army would collapse and Kampuchea would fall to KPNLF. So, in 1984-5 the Vietnamese launched intense offensives against KPNLF and raided the Thailand’s border. Meanwhile Vietnam continued to grant Soviet Union the naval base in Cam Ranh Bay.


On the morning of the 2nd of August, North Korea begun their annual military manoeuvres near the 38th parallel violating several times the DMZ. The tension rose when the South Korean had two casualties after a quick exchange of fire and a North Korean Yono-class submarine launched two torpedoes against the USS King (DDG-41) in the Sea of Japan. The torpedoes exploded prematurely and a submarine hunt followed. The fate of the small submarine is unknown. Presumably sunk.


On the same day, in Central America, the Nicaraguan forces crossed the border with Honduras in the sequence of an operation against the Contras. The Fuerzas Armadas de Honduras retaliated and the frontier war between the two countries escalated quickly, with the Sandinistas calling for Cuban and Soviet support.


After five years, the Iran-Iraq war proceeded, with the Iraqi armed forces receiving support from Saudi Arabia, and other states of the Gulf Cooperation Council, purchasing heavy military equipment from the Soviet Union, France and China, and launching offensives after the 1984 stalemate.


In this sequence of the recent events, a Non-Allied summit conference was hastily assembled in Lomé, in Togo. Only a handful of members attended. The conference criticized vehemently the Israeli government for their recent attacks to Syria, urged for the end of the Apartheid in South Africa and the release of Nelson Mandela from the Pollsmoor Prison.

Thanks, it is good to know that someone is looking... still in the developing phase. It will take time...

Meanwhile... if someone want to get on-board... it would rush the things. I will need help sooner or later for the NATO graphics (at least small changes will be needed), and for the 1980’s flags (see that I have black dots in the capitals in the images that I posted, file resource_flag_sprites.png)

And for the scripts. Still didn’t look much to them.

Armed forces: 5500. Gendarmerie, 5000. 4 Battalions, 1 parachute company, 1 recon company, some engineers and signallers. Most of the equipment is French, or old WWII from the USA and UK.

Last data: 1981.

Reliability: Medium.

Conflicts: Some rebellions after the independence in the 1960’s.

Armed forces: 28500 men. 2 Infantry Brigade Groups, 1 Mechanized Brigade Group (in West Germany), 1 Special Service Force. 1 Battalion is permanently assigned to the NATO’s AMF (L).

Air Force and Navy under study.

Last data: 1981.

Reliability: High.

Conflicts: Canada participated in the UN missions, particularly in Cyprus.
