I did read the manual but still can't figure out how to respawn naval mines. I get that you have to be at supply level 5 but even then I only occasionally see the ability for a DD to lay a mine.

Thanks if anyone knows.

Each country has a capped limit for naval mines, but this can be increased via Naval Warfare research.
