So turn 1 I formed Lvov pocket as the Axis, my Soviet oppenent reopens the pocket on their turn 1. I open up my turn 2 to this. Random hexes where the rail is under my control and construction units are beginning to repair. I'm assuming this isn't supposed to happen...

Definitely looks like a bug. I think another thread mentioned RR repair units being sent to odd places in the latest patch.

Not Random at all. The dotted line in the green circle does not mean it is being repaired, that would be orange. Instead it means it's a fully functional Axis railline but is currently unuasable because access to it has been cut off by a Soviet unit or ZOC or damage. You can't see the raillines under now, Soviet control but they will be damaged.

Looking at the map I suspect you built the line through Przemysl (you can pronounce it if tou want) hex x46, x48 to Lvov.

I know an almost identical bug was already reported on these forums and morvael is looking into this

I don't think it is a bug. If the units where not there the hex would be Soviet control. The only question I have is if it's only turn two how did a repaired railline that far in one turn? WOuld help to see a pic without rail damage turned on so we could see the units.
