So I am newbie on the scenario editing, creating my first scenario of UK (T23s and T45) with 8x Harpoon Anti Surface Missiles vs Russians destroyers and Frigates coming down the English Channel as Hostile.

When I play through, my T45s and T23s, automatically simply fire off all their 8x Harpoon Anti Ship missiles as soon as the enemy is just within range. Before I have had any chance of doing a Manual Engagement for myself. Even though I configured Enemy kinematic range, and Veteran proficiency in the scenario. This does not seem smart default behaviour. The Russian destroyer has plenty of time, and jamming, to simply swot these long harpoons away, at such a long off range. Complete waste of harpoons missiles, so the engagement ends up being a tedious short range gun engagement.

I am obviously missing some weapons assignment setting, but it is not obvious how do I set some rather more intelligent behaviour on when, and how many missiles to fire, in the scenario setup.

Is the UK side supposed to be player-controlled or computer-controlled?

Go to your Doctrine & WRA settings. First if you put the units Weapons Hold against surface they won't fire at all. To moderate their fire go to the WRA settings and adjust the range, salvo size etc.

Gunner, Yes Many Thanks. Yes its the WRA defaults that are not realistic.

That works, it seems a bit unnatural to have to use Weapons Hold, The default WRA, need to be adjusted from the Automatic Fire at Range, which is idiotic default, especially for a Side set as veteran proficiency. I would have though the default WRA should be at 2/3 max range, and half the magazine at most.

Well the problem is that others would think 3/4, and some 1/2 with many complaining why isn't it firing at full range...
