I have some problems with my logistic network, after reading the manual, watching DasTactic video about it and upgrading my logistic network, I still have this problem and I think than its a bug, I also had this problem on another section and to "fix it" I had to build a road alonside and then block it using signs.

Have you checked your city for any traffic signs you may have put there and forgotten about?
Press the 1 key to hide units that may be covering them up .

The "current points" are the logistic points that are left after all supplies, etc have gone through. If you look at the "initial points" and the "used points" you will probably that there were points, but all of them were used.

You can also select "bottlenecks", which shows you percentage wise and with colors how of the initial points were used.

I thought the "current points" display how many are left after the "used points" used the "initial points".

Initial pts-used point = current pts Cut your not used south road supply at 90% it should redirect part of it in the bottleneck at least 200 pts. 462 and no building or infantry to use that supply better redirect it.

There werent any traffic sings.

I had upgraded twice my logistic networks, and even if I set up traffic sings to make ALL the logistics points to go in that direction, they werent able to cross to the other city, even if it was connected by road. And once than I did the "fix" than I found (building another road alongside) it worked as supposed.
