Another question, is 3000 battle points to purchase units of one nationality roughly equal to 3000 points of another? For example, should 3000 points of Rumanian forces be as capable (in game terms, not historically) of defeating an identical Soviet opponent as 3000 points of German units? All help is appreciated.

No, they won't be even. Compare the equipment available to each, that should be your benchmark. In your example, I would predict the Rumanians will be eaten alive if they have even points with Russians.
