I have 2 recycling facilities which are now both dry, no more resources coming out. Doesn't seem to be any way to remove them? I know I can shut them down with Mothball or close? Not sure what is the difference between the two? Or am I missing something?

Close them and they'll deteriorate over a few turns

There's a bar on the left hand side of the building card. It'll slowly fill with red after it's been closed. Hover over it and you'll see it's slowly deteriorating.

At least stuff like Mines and Oil rigs despawn if there are no resources left. Scavenging seems to be the exception here.

Beyond that, there is only closing and waiting for a really long time as damage accumulates. But at least you get rid of any Upkeep and Production cost right away.
