In the context of locations, that is the abbreviation for Manitoba province - smack in the middle of Canada (geographically).

Yes to the first part and no, we do not have to leave the city! The area is the lake bottom from glacial Lake Agassiz, formed when the glaciers melted after the ice age. Lake bottom is clay silt and water does not drain well through it, so we are cursed with standing water in any normally wet summer. But the last two summers were so hot and dry that there were virtually no mosquitoes.

China did use paper armour for a while. And no do not mean that as a joke. They layered it in a way to make it touch and deflect impacts too.
