Research cost/progress error.

I'm playing a Marathon game on V1.01 and I'm pouring 399 BP into my Economic Council's research budget. According to the Economic Council Overview panel among the reports, cost of 1% progress on my current research should cost me 40 BP per 1%, so progress should be 9 or 10% per turn before modifiers.

I'm managing 2% progress per turn, with the Start of Turn Log noting that 'With 100 BP available we have gained 2 research points. Heavy Industry tech level is now at 43. Research Bonus was: +132. Military Research Bonus was: +10.
Director Relation Bonus was: 9%.
Director Science Skill Bonus was: 5%'


I expect that with a Marathon game things go more slowly, but my Staff Council manages to advance its research by 87 points investment 81 BP, 2% Relations Bonus, 5% High Command Skill Bonus so that seems about right.
My Military Research Council manages to turn a 77 BP investment with a cost of 1% progress of 20 BP into 5% points of progress due to a Military Research Bonus of +10 and a Relation Bonus of 37%, which also seems about correct.
And my Model Design Council manages to turn 92 BP investment into a 300 BP model into 39% of progress through a 29% Relation Bonus.

The numbers for all my currently active research councils except the Economic Council are correct after accounting for possible rounding errors, but it seems that the Economic Council is capped at 100 BP of investment, it's the only one what seems to be capped, and it doesn't tell me that it's capped or why.

There was a bug limiting the BP on any project to 100. It's fixed in the latest beta patch.

Yeah you might want to grab the next open beta.

If than something weird remains, could you please report it.

Lets first make sure it is not something already fixed.

Just a clarification question:
The effect does still drop of/is penalized if you go over 100 in any one area, right?
Just no longer a hard cap, but a soft cap.
