In a current PBEM game France didn't surrender/offer Vichy after losing Paris, but moved the capital to Bordeaux. Is this intended with the new version 1.06.02, or is this a bug? This never happened to me before.

It happens sometimes. No worries, the Capital and all its artwork will be coming back to Paris.

Moving the capital is a whole lot different issue than simply not surrendering after losing the capital. Now I have to continue to attack until I capture Bordeaux, which is another 3 turns I guess. This is too much of an impact on the game and also kind of unhistorical.
Now will this happen always? Will France always move the capital to Bordeaux after losing Paris and only surrender after losing Bordeaux? If this is the case the game is going to be played a whole lot differently from both sides.

I had a game recently as the Germans where the French moved their capital to Bordeaux after Paris fell.

To my pleasant surprise, they promptly surrendered the next turn even though I still hadn't captured Bordeaux.

You might want to make sure you beat up on a few French units in the meantime. Because according the part of the game manual on nations surrendering---

5.10. A country will only surrender if their capital has been captured and if enough of their current land forces have been destroyed.

7.5.1. The primary way that a country will surrender is if its Capital has been captured and it has few land units left within the country to defend it. Some countries may continue fighting even if they have lost their Capital, and on rare occasions it might even be possible to counterattack and liberate the Capital.

Every turn after a country loses its Capital (or last Capital if it had more than one) there will be a check to see if it carries on fighting. The chance that it will carry on fighting depends on the number of units it has left within its own borders, as follows:

Major Country Surrender = 3% * number of remaining units within the home country
Minor Country Surrender = 6% * number of remaining units within the home country.


7.5.2. Some countries do not immediately surrender when their Capital is captured, either because they have one or more Alternative Capitals where their government will move to, or because their government may transfer to another country altogether. For example, if Moscow falls then its Capital will move to Kuybyshev, and then Perm if Kuybyshev falls too.

Typically, the French will surrender the turn after they move the capital due to the fall of Paris. Look at it as an opportunity to rack up some additional XP.

Vichy happens if France falls from morale, not after capturing all capitals or just Paris. This usually happens before or at Paris, but if the opponent saved the french morale (or even boosted it with some naval action without losing the fleet), they can fight for a bit longer.

Yep, just happened in one of my many games. Took Paris in April, capital moves. Took 3 more turns for French to surrender. Had to wax more units. Relax, it's France.

Well, the next turn French is at 3% NM and not surrendering. Does it need to drop to 0% to surrender?

For some reason below 1% is the limit, but yes, you pretty much need it at zero.

Correct, if you haven't destroyed enough French units for the regular surrender check to pass, then you'll need NM at essentially zero for the NM forced surrender.
