Version 1.03beta4 (started on beta3)

so i have a raider minor to the south of me in this game. I smack them down somewhat, take their capital, but they don't surrender on the next turn for whatever reason.

I suspect one of two causes:
1)i had their capital surrounded on all six sides for a couple of turns wearing them down.
2)They apparently did not have sufficient population to grant me any fate cards for conquering them, i seem to recall this happening a week ago with a farmer nation in similair circumstances.

I have a save i could upload of the turn i took the city in question, but its too big for this forum to handle.

Are you sure they do NOT have another City?

I noticed that the problem happens if you have the city completely surrounded. Basically only the area/hexes and units that are directly connected to the city surrender next turn.
