I'm almost sure a leader must roll more than the difficulty to succeed, almost.
(Those Commune regime names always crack me up.)

I don't think you saw what I circled on the far right. When I executed the strategem, difficulty changed from 97 on the right to 175 on the left.

Very true, the image was overflowing there and I failed to notice the significant bit.

This remains to be confirmed by a better informed user, but from what I've read here and there, that expected difficulty score is only an average, and the leader rolls against an actual difficulty roll, which in this case resulted in a score to beat of 175. (I hope I'm making some sense here.)

Thanks Jdane. I hope it's a bug. I've tried some other Majors cards that use diplomacy or oratory skills and I get the same large difference. Even if I had rolled a hundred I still wouldn't have succeeded. That much of a difference makes a very possible success into an impossible one. Since I don't have PPs to waste, I'll have to not use cards that rely on those skills, which is quite a few. Bummer.

Are you running the latest beta? If not try it. Quite some modifiers were not displayed properly.

However note that the Cards themself are stored in the savegame. So some effects may linger into an new version.

I started the game on 1.03 then I updated to beta 5. I guess I should expect some weirdness until I start a new game with the latest patch. Thank you zgrssd.
