Worker happiness & lack of remuneration

So, I'm having this issue :
"Worker happiness decreased with -... points due to their lack of remuneration"

And I don't understand why. Their salary is 0.009cr, while "Population Income per Capita" is of 0,001cr.
I have several town in a similar way.
I have enough money in treasury to pay the people.
And unfortunately, I don't find this in the manual.
All these people would be grateful if someone could help me to make them happy :)

Do you actually have the money to pay them? You might be running into the same supply issue that people get with other things, like food. Where you have 300 in the bank at the start of the turn but actually you had a deficit while processing.

:EDIT:

Could be corruption as well, maybe? That leader has low relations so might be embezzling. I don't know if that actually diverts money from other things, or just steals directly from your treasury.

I've noticed corrupt governors stealing from the private economy, and I think I one of the corruption-related tooltips implies they can embezzle soldiers' wages, in which case it wouldn't be surpising to see them pocketing their workers' wages as well. But better double-check your money stockpile, like the above message said - if it works like SHQ resources, expenses are deducted first and income is only added afterwards, which would mean failure to have sufficient balance on hand at the end turn to cover all expenses leads to some bills not getting paid. That city's workers by themselves require 447 credits to cover their wages.

I took a look at the different cities with this "issue", and nothing stands out : I have (hem...) several corrupted governors, but in two cities, the governors have 0 of corruption, and "Theft" value = none. And still "Worker happiness decreased with -... points due to their lack of remuneration".

And for the cashflow, I tried to load again the save and sell several things to have enough money, and even with 6000 in bank when ending turn during several turns (my expenses are about 2300cr in one turn), this modifier is still there.

I'm thinking about something else : could it be due to high taxes ? Service Tax, Income Tax and/or Sales Tax ?

Is it maybe related to an event? I know that one of the "guy in a bar" type events requests a worker salary increase - could this be from rejecting that particular event?
