Status: offline 		When one incorporates a less civilized zone, the regime's Civilization Level might drop below the threshold at which a Fate Stratagem pack is awarded. It's just then a matter of time for the Level to go back up, which provides a new Stratagem pack.

I would have expected the Stratagem pack to be awarded only the first time the threshold is passed. But maybe is this working as intended. While in doubt, I thought I would mention it. (I must admit I didn't make sure this hadn't been already reported, if so, I apologize for the unnecessary noise.)

Status: offline 		I've gotten three stratagem packs over the span of like five turns because of this. If you settle new cities, it's easy to have this happen.

Status: offline 		I lost a city due to rebels twice (lol) and got fate packs when I retook it both times.

That sounds like the "only once per player" protection is not working.
