Seems like Eternity production penalty also hits construction speed meaning that 1 turn constructions takes 1.1 turns. Effectively all building takes 1 turn longer if you have any Eternity worshipping going on.

Seems a bit excessive since the percentage doesn't matter as long as you have some the building rate takes a hit and takes turn longer to finish the leftover

I have this as well. The Eternity cult seems pretty bad now. I am thinking about playing without cults in my next game, and I always loved cults. It's maybe not too detrimental overall, but to me it's just less fun so I may disable it.
Basically: I want some things to just go well. Not everything has to have a negative. In fact, it makes it all feel a bit more pointless if everything is a trade-off.

I agree.
Hurting industrial output (being the opposite of public industry bonus) or building output seems a reasonable penalty, whereas increasing all construction time by 1 turn seems really annoying to me.
