Sometimes when I plan a battle I see crossed-out artillery units in the "support" panel on the right, but I'm still able to click on them and assign them to the battle.

What is the cross representing, then? Just a malus on effectiveness if assigned to the battle?

It means that it is not in a support mode. So, it will not provide cooperative support if left in that state. As you've discovered, however, it can be directly assigned to the combat.
