I don't know if this is a bug or not, but on or about turn 17, while being kamikazied by every regime on the planet, my units could no longer move or attack. The little arrows would show up, but right-clicking did nothing. I couldn't artillery attack, I couldn't move. Nothing. It makes it very challenging to fight a war on two fronts.
In other news, there has got to be a better method of learning the game then starting it up and being attacked by Raiders with huge armies on one side and some other regime who just attacked for no reason on the other. Is it supposed to be this impossible?

Did you lose action points due to supply shortages? Units can begin the turn stuck, because they ran out of supplies or because enough supplies were not delivered.

You might also check your ammunition level in the SHQ resources.

In other words, do you have enough action points to move, fight, or both?

Do you have the ammunition, fuel, etc. needed?

Since your game is early, would you mind posting a screenshot of your current situation?

Despite the above, it's odd you see the movement and/or attack arrows. Without sufficient actions points, you should not see the arrows.

Also-- don't give up yet. Per the below link, it's easier to fight back than you might think.

[1.04b3] [WAD] Impossible to lose the game?

Or, if it's no fun, roll another planet and start again. That's cool too.

I've started over after turn one, simply because I didn't like the colors on the map.

I checked all that, ammo, action point, fuel, supplies, everything before I gave up. I started up that save to get a screenshot, and the right click worked. I am going to chalk it up to alt-tabbing to my work too often causing some kind of issue. In any case, I went back to an earlier turn to try to see if I could make better/different decisions. For some reason, the Raiders are not only at peace with me now, they have the best relations with me. Are they the Raiders of Love? I am trying to just leave them alone. I've been able to get borders respected with 5 of my 7 neighbors. Those two are still being pains, and I haven't any stratagems to do anything about it. Thanks for all your help!

Only anecdotal given my play, so my experience is very limited.

Only major and minor regimes matter in terms of relations. Any regimes that are "non-aligned" (e.g. slavers, raiders, dinosaurs, etc.) are a nuisance and spoiler to be exterminated.

Mutants are part of the category as well, but they are given minor regime status and use more infrastructure, units, etc. They are like the original Omega Man adversaries.

If there is a way to tame mutants, I've not explored or discovered it.

In other words, I'm not sure relations with the raiders you describe matters.
