I designed new artillery when i researched cluster bombs and I dont believe i noticed a difference in soft attack on the unit compared to previous design.

Do they up the soft attack of artillery or do they provide a bonus while attacking?

Using latest beta.

Cluster-bombs increase firepower rather than attack values. For artillery, increased firepower means more attacks per round rather than a significant increase in attack damage.

Compare the attacks per round for the two models. The one with cluster bombs should have 1-2 more.
