When you edit a save file, you are actually creating a new scenario from the point edited and saved. So it sounds like this would work for your purpose, depending on how complex your base scenario is as far as turns, events, replacements, reinforcements, etc. Keep in mind that when you 'save' an edited save file, it becomes a 'new' scenario, and the act of saving does not enable any sort of updating for turns, events, replacements, reinforcements, etc. Editing save files is intended for testing features/events. For your purpose, it is usually best to make a trial scenario about ten turns long and see how it works for you.
