Status: offline 		When building a private asset, the civilian's can connect to a railroad if it's the closest infrastructure. That they wont get any Lis on their building site doesnt seem to bother them.

Status: offline 		They assumed the closest road/rail would give them supply, but if it concerns rail-only this does not work out. I agree with you. Thanks for reporting this. Will be fixed in next patch.
