In our current game we are fighting a war between Finland (controlled by Germany) and USSR. This after the claim for the borderlands was denied.

We are trying to read the rules about multiple states of war to understand exactly how it works.

Now the question:
If Helsinki is defended by German units only - can the USSR attack the city?

Yes.

Although trying to understand the peacekeeper rules is a futile endeavor. They are intrinsically incomprehensible.

To simplify - If you are at war with the hex you can attack anything in the hex.

Peacekeepers have no ZOC. They are just stand-in-the-ways.

And when you conquer they should leave, but a bug let's them stay.

I seem to recall some situation that you could construct with Japan, putting divsions in the oil in Persia when USSR attacked and then you would keep the oil. This was long before MWIF though. Working as intended perhaps?

The Japanese stay if they are at war with the USSR during conquest. If they are not at war with the USSR at that time, they are "teleported" to the closest Japanese controlled hex outside of Persia (most of the time to a Japanese controlled hex in China).

When Siam is aligned they are teleported in their easternmost mountains - takes ages to get the Jap troops out.

But: there is a bug so that they stay. You need some house rule not to intervene, or ask a beta tester to help you out with the debug functionality.

There are bugs in the implementations of this.
At one point a german bomber could support a hex with only finns, in another case there was a Finish hex with only germans but a german FTR could not intercept.

All in all there is a lot of confusion and I would recommend everyone to avoid this conflict.

Actually, I'm talking about one I'm building in python. I've just been pittling but should have an version with a basic (i.e., crude) interface in a week or two. Honestly, I'm in no hurry as there hasn't seemed to be much community interest in it as such. However, after posting this, I plan to go over to my thread on this and explicitly ask.
