Boosting a unit with lower stats? Giving it to a unit you'll be using for a long time? Giving it to a unit mostly likely to survive fights? Or what else do you take into account?

To unit that will be in power for a long, long time. Usually it's independent light/medium tank battalion.

Depends what the item is. Wasps go to Light Infantry, and the robots go to assault or light infantry. Haven't given out the shields yet.

Is there any way to recover an Artifact after you've given it out?
Is there any way to control which sub-unit an Artifact gets attached to?

I'm trying to decide what to do with an Energy lance I got. Ideally I'd like it to be held by the same group that I gave the Gravimetric Shield.

1) No.
2) No. I don't tried multiple artifacts but multiple units feats are able to be attached to same sub-unit (as it's random choice in every battle). There is also a limitation for unit feats - you can't have more unit feats then you have sub-units. So, for example, independent light tanks battalion have a max of 5 feats.

Interesting, didn't realize there was a Feat. limit for units. Shouldn't surprise me though.

I gave my artifacts to a unit of Recon Buggies, because they gave them major HP bonuses. The Energy lance though...I want to put that on something sturdy. I'd consider a Medium Tank, except I can't afford the fuel to run those, so...should I create an up-armored Light Tank variant to carry it? Or am I overthinking this?

I'm trying to avoid placing them into independent battalions. Why? Because you can change formation of OHQ and it will keep all unit feats, but you can't do same with independent unit.
