So this should mean that their should not be decision event associated with this at all, and that the Italians should automatically get the Roma Battleship which was launched June 9, 1940 and commissioned on 14 June 1942. The problem, according to Wikipedia, is that there was a severe fuel shortage in Italy at that time which prevented her from being deployed... so maybe this was factored in some how into making it a decision event...? C
