According to the manual: The major power with the most land units within the country that surrenders will gain control of all the
hexes of that country under the surrendering nation’s control.

In my current game as the Axis, Italy negotiated a surrender. The Germans had 9 ground units in Italy and the UK had 5. But every Italian controlled hex in Italy reverted to UK control except for the hex the German units occupy.

Is this a bug? My German units in Italy are surrounded by UK-controlled hexes and completely cut off. I positioned units in Italy with the understanding that Germany would retain control.

I always read that Rule as meaning that the major power of the conquering side with the most units would gain control. So if when Italy surrenders the US has 5 units in Italy and the UK only 4, than the US would gain control of all of the hexes controlled by Italy. I have no problem with this. Except that there should immediately be a supply check (or whatever it is called) that is done throughout the game to check which side controls a hex. That way all hexes behind the German lines would revert to their control.

This is 1 of 2 mechanics in the game that can go either way. No matter how I do it someone will say it is wrong. It follows the standard World in Flames surrendering rule. You should easily be able to recover the hexes. The Western Allies don't have scorched earth so the rail will be intact.

That makes perfect sense but it didn't even occur to me. And I understand Al's point about somebody being unhappy either way.
