The purpose here is to prevent players from building units, checking to see if they got the 'good' ones, and if not, then Undoing the build and trying again. Temporary units (pilots, forts, synthetic oil plants, factories, etc.) are all created as the very last step in the code. Those units don't actually appear on the map as units. Convoys also fall into the category of 'temporary' units since the program creates them on the fly.
