Any diesel-electric submarine uses diesel AND electric power while surfaced (in full throttle it will reach 0 battery very soon). Is that supposed to work like that while surfaced?

That is because modern submarines are Diesel-Electric not Diesel OR Electric.
This means that they are electric powered and the diesel engine is only used to charge the batteries.

At full power, the diesel generators can not supply enough power to fully power the electric engines, so they have to use battery power as well.

If you reduce power, the battery will start to re-charge.

So, it's like some models of hybrid cars.
Thanks for clarifying.

Just saw this behavior with the NKPA Navy SSB Sinpo. She was running shallow at 7 knots and burning up battery, I reduced her speed to 5 knots and it recharged. Two knots made a huge difference. Makes sense.
