If default hex density is 100, does a setting of 50. (Fx in the FITE scenario) increase the Damage recieved by artillery and airstrikes or decrease it?

I am playing the scenario for the first time Vs. A Friend. And it feels like my soviet artillery is VERY effective, as opposed to other scenarios I have toyed around with. I presumed that a lower number (50) would make density less relevant. But my observations seems to contradict that.
