Also, what kind of combat is the aircraft trying to avoid?

avoid air-to-air combat?
avoid enemy air defenses?

Flying NOE isn't the only technique. Depending on enemy air defense capabilities, it's very likely aircraft will fly at higher altitude.

What level of air superiority or supremacy (if at all) do friendly air forces (two words-- not airforce) have in the area?

Do air task orders have packages of different kind of aircraft supporting specific roles?

The terms listed in the image are also very out of date. Are you describing the aircraft capability or the mission? Is the aircraft design dedicated to a mission or multirole?

Can the aircraft perform in all weather and day/night? What conditions might degrade or suspend flight operations?

What environmental conditions, like thin or zero atmosphere, impact the flight capabilities?

Do any aircraft in the game debuff other units? like electronic warfare?

Do aircraft have the ability to launch standoff weapons or do they need LOS targets? Must the firing platform provide all those capabilities in the kill chain? Can other units observe or designate targets for greater Ph/Pk?

I'm guessing it's refering to air recon and transport planes only being in combat for 3 combat rounds, according to the manual.

Get the beta patch and look at the added manual chapter. Those combat roles exist, they have various effects that are described in the manual, they just aren't correctly written on that screen.

The manual?

Does it explain tactical-bomber or fighter bomber?

1939 called and they would like their designations back. Those terms in modern parlance imply a lack of precision--it's pejorative. Air forces use precise weapons when conducting air interdiction and close air support now. Reference attack and strike.
