Devs probably know better, but it just checks (if I remeber correctly), whether there is an enemy unit 25 away from city of Kirov, and if there is, event has a chance (75%?) to fire. Myself I was attacked at earliest in 04.1941. It is very viable, because Axis uses its Infantry Weapons dicrepancy for longer time. And weather may be still bad in Russia, but mainly in northern part. For the part south of Kiev, Konotopa etc. weather data is different, more "German friendly". If lucky, you may get a clear weather even in Winter, chance is slim though. To attack that early though, GER must plan accordingly, no fooling around. I think most players would not be able to. On the other hand, USSR is really weak in this game, so even an offensive "against the odds" works against them. Poor soviets, what did they do to Devs to suffer such fate?
