Status: offline 		Hello! I have just started a new game and I have a unit of 60 engineers that I would like to start building a road, but instead when I hover over the "road icon", I see this message: "Unit is not capable of build road"

It's not an issue of terrain, as the terrain is flat and not swampy. I don't think it's an issue of PP, as I have 68 PP.

Anyone know what the problem might be?

Status: offline 		Roads might require RAW to be built.
