Hi! Have an issue with energy no being consumed fully and is lost, though Workers at assets are 100% and energy is produced at enough quantity. What can I miss?

The Zones will try to keep 1 turn of consumption (2 for food) in local storage.
Any unused storage will be handed off to the SHQ.

Free Energy storage is notoriously low. And if all your zones have a high consumption, they keep a accordingly high storage - starving your SHQ of storage capacity.

So aside from researching the increased power storage tech, is there anything to be done? It's driving me up the wall how my capital, which has far more energy generation than needed, is constantly short... All the other cities are fine for power themselves but it doesn't seem to help.
