Does it count as breaking your Word if you Relieve someone promising them an equal/better job then instantly Retiring them?

I have never done that, but I don't believe it would affect your 'Word Score'.
One way to find out.

It has no effect on your word score as technically it is the interior counselor doing it. :)

It works very well. I often use the Investigate leader card before I fire someone, because it is often cheaper to reduce the seniority and then to fire with only bronze retirement for 300 Cr instead of 2500.
