For captured cities to produce, you must fulfill the following condition, which I haven't changed: - Assign them an HQ - Set some production (obviously) - They start with zero infrastructure, you need to wait for the infrastructure to automatically repair. And by the way there is no such thing as a "Neutral Regime", if you go to the strategic map you can see that the only regimes are the players/AI you would expect.
