With how much the game relies on surrounding enemy units and them surrendering I wonder if maybe having some form of POW camps could be part of the game.
Like a hex asset where the surrendered enemies are collected and if their nation manages to capture the camp they gain some manpower back, possibly with a boost to morale and experience.

Along with that, a diplomatic strategem to use against majors that you've beaten. They've no cities left, their units are starving/dying and you're forced to clean up. You play this "Force Surrender" strategem
-Success: the enemy units disband (perhaps turn into freefolk) and remaining territory is ceded to you.
-Critical success: The above and also any cities that you captured from this major gain some loyalty to you and a boost to leader popularity
-Failure: Nothing much happens aside from maybe an insult the major you tried to force surrender on
-Critical failure: Remaining enemy units convert to "rebels" or partizan troops (thus no longer needing an SHQ for supply) though they may have to abandon their most advanced and heavy weapons since they can't maintain those. And if there's another major on the map they cede their land to them to spite you and if there's no other major left on the map it converts to non-aligned territory.

Of course I don't know if this is doable but this is my idea. Let me know what you think and if it can be improved.
