4.2.1.2 Originally a Netplay game, have converted to H2H but still appears

In 1 file Nationalist AC are available to Ground Support a Communist attack

In the 2nd file, during a later turn, Communists are attacking Kaifeng. When you select commit all available the game includes National GAR in Chengchow.
